We are recruiting for two (2) contract coordinators to work in our Procurement Office. Contract coordinators develop, review, and process – from initial request to contract execution agreements, personal and professional services, goods, trade services, and public improvement contracts.

Additional Details: * Under-fill: The goal of this recruitment is to fill this position at a procurement and contract specialist 3 (PCS3) level. However, we encourage candidates who meet the minimum qualifications for a procurement and contract specialist 2 ($4144.00 - $6050.00/month) to apply, as we may consider under-filling the position until the selected candidate meets the minimum qualifications for a PCS3. Under-fill training will not exceed two years. * Open until Filled: This recruitment will remain open until filled. * Coordinate all phases of contractor selection processes. * Independently develop, negotiate, execute and administer complex contracts for goods, trade services, public works, and public improvements. * Analyze purchase requisitions to determine if sufficient information is included to develop an invitation to bid or request for proposal. * Develop strategies to minimize potential risks to the agency. * Develop statutorily defined emergency contracts and full-delegated class of contracts. * Modify contract terms and conditions, funding arrangement, or policy interpretation throughout the pre-award and post-award phases. * Recommend methods and prepare, issue, and monitor solicitations. * Chair or assist evaluation and negotiation committees in contractor selection. * Assess and determine the validity of offerors' protests, contract terminations, and contract breach actions. * Examine and evaluate solicitation responses and ensure successful completion of the contractor selection process. * Draft and process contract documents, including final drafts for execution and distribution. * Review contracts for impending expiration. * Coordinate contract amendment process. * Administer and manage executed contracts, provide and coordinate compliance reviews, respond to contractor inquiries, and resolve matters involving contractors.
Qualifications, Required & Requested Skills: Procurement and Contract Specialist 3 Minimum Qualifications:
Six years of experience negotiating, developing, administering and evaluating public or private service contracts or agreements.
Three of the six years must have included deciding and writing specifications for the purchase of goods and services or developing and administering contracts.
A bachelor's degree in business or public administration or a related degree that included course work in general business management, contract or business law, accounting, finance or economics can substitute for three years of experience.
Procurement and Contract Specialist 2 Minimum Qualifications (Underfill Option):
Four years experience in the procurement of goods and services through purchase orders and contract agreements or experience putting together or administering standard contracts or agreements.
Two of the four years must have included deciding and writing specifications for the purchase of goods and services or developing and administering service contracts.
A bachelor's degree in business or public administration, or a related degree that included course work in general business management, contract or business law, accounting, finance or economics can substitute for three of the four years.
Special Qualifications: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following. We will use the items on this list along with our essay-style supplemental questions to determine who to interview. * Currently hold state and national procurement certification. * Analytical and technical writing (the ability to research, analyze, and synthesize data and information into concise, easily understood written documents). * Experience administering, developing, evaluating, and negotiating public or private service contracts or agreements. * Experience in using, or responding to, request for proposals and invitations to bid.
