UTHealth is part of the University of Texas System and the Purchasing Contracts Administrator will serve as a critical leader on our Procurement Services team. UTHealth spends an estimated $250M annually on goods and services and requires an innovative, motivated, and strategic thinker to help lead its sourcing and contracting processes.The ideal candidate will use his or her strong strategic sourcing abilities, and supply chain management expertise to execute and administer complex formal bid processes in a healthcare and research environment.This includes but not limited to construction, products, software, and various services through a Request for Proposal (RFP), Request for Qualification (RFQ), or Invitation to Bid (ITB). Must demonstrate the ability to lead evaluation teams comprised of staff from different departments and levels of the organization through the formal bid process. Must be to able write and develop contracts, be detail oriented, able to multi-task, and learn new skills and requirements quickly. Excellent planning and strong negotiations skills are required.

Position Key Accountabilities:
1. Publishes solicitation documentation, and prepares contracts that are timely and that result in value creation for the University. 2. Processes purchase orders in accordance with UTHealth procurement thresholds and guidelines. 3. Communicates progress status on a daily basis to keep stakeholders informed. 4. Assists in development of scope of work, evaluation methodologies, price proposal structures, negotiations, and all aspects of formal bid formulation. 5. According to UT, state, and federal requirements, ensures that all procurement activities are compliant to these rules and regulations. 6. Documents contractual events properly and ensures compliance in all activities. 7. Recognizes the appropriate contract types for a given purchasing situation.
8. Publishes requested documents required to fulfill daily demands of contract documentation in a timely manner. 9. Monitors daily activities regarding contractor performance of scope of work 10. Communicates progress status on a daily basis to keep contract representatives informed. 11. Validates and routes invoices appropriately, with proper documentation to justify payments. 12. May assist in development of scope of work, evaluation methodologies, price proposal structures and all aspects of contract formulation. 13. Processes and properly handles all incoming documentation concerning contract performance and/or function. 14. Ensures that all contract actions are completed according to state and federal requirements. 15. Documents contractual events properly. 16. Recognizes the appropriate contract types for a given purchasing situation. 17. Other duties as assigned.
Certified Professional Public Buyer (CPPB), or, Certified Purchasing Manager (CPM), or, Certified Texas Purchaser (CTP), or, Certified Texas Procurement Manager (CTPM), or, Successful completion of any of the above certifications within 18 months of hire. Effective communication and organizational skills. General knowledge of purchasing concepts and principles for complex contracts is required. Familiarity in project management preferred.
Bachelor’s degree in Purchasing, Business, related field, or equivalent experience.
Three years experience in a major purchasing environment working with complex, long-term services and construction contracts to include public sector contracting experience. Experience with Negotiations, Requests for Proposal, and Evaluation of Requests for Proposal, Invitations to Bid, Bonding and Insurance, and all contract types. One year at UTHSC- Houston or other state institution of higher learning preferred.
