The System Affiliate Procurement Manager is responsible for providing direction, planning, implementation, and administration for the procurement of various supplies, equipment, and services (including select pharmaceutical products) to support the operations of AMC affiliates, including Saratoga Hospital, Columbia Memorial Hospital and their offsite locations. The manager oversees the daily functions performed by the buyers and other procurement support staff to provide timely order-to-pay processes, open order follow-up, expediting, and capital buying process. This position will report to the System Assistant Vice President (AVP) of Procure to Pay (P2P).
Essential Duties (not limited to):
Ensures the timely procurement of supplies, capital equipment, and services
Ensures procurement information within Meditech is timely and accurate
Seeks ways to make the department more efficient (e.g. EDI)
Develops standard work for the procurement function across the entities
Implements leading practices of procurement workflow and processes across the entities and in coordination with the AMC procurement manager and the System AVP of P2P
Demonstrates ability to analyze and resolve existing and potential problems
Demonstrates ability to assess situations/problems and provide recommendations to leadership
Collaborates with other functional leaders to ensure accurate data, invoice resolution and three-way match
Works closely with Finance and Receiving to manage RNI and INR
Ensures compliance to AMC, Saratoga and Columbia contracts
Demonstrates effective management of staff (e.g. interview, hire, train, coach, and corrective action)
Provides for orientation, in-service training, and continuing education for the staff
Coaches employees as a means of training and development by communicating performance expectations, providing regular feedback, and completing performance appraisals by the due date
Approves staff time-off, time cards and performs payroll functions for the department
Maintains effective supplier relationships in coordination with strategic System initiatives
Ensures compliance with all Federal and State healthcare regulations, TJC standards, and Saratoga Hospital, Columbia Memorial, Albany Med Policies and Procedures
Bachelor’s degree in Business Administration, Supply Chain, Finance, Economics or related field
Minimum six years of working in a hospital procurement department
Minimum three years in a leadership role within Supply Chain or procurement
Minimum three years of working with Meditech
Understanding of the source to pay process and the impact procurement has within the supply chain cycle
Critical thinking and active problem-solving skills
