Job Summary: Works in a largely independent manner under the general oversight of the Purchasing Manager to perform various duties related to Capital and Non-Capital purchasing. Provide leadership in development and motivation of purchasing staff and direct continuous improvement of purchasing processes in line with changing organizational needs and market conditions. Support operations that drive employee satisfaction, customer service and effective teamwork. This includes overseeing day-to-day capital expenditure, will develop and deliver a comprehensive approach to capital management, which encompasses developing, operating, maintaining, upgrading, and disposing of assets in the most cost-effective manner (including all costs, risks, and performance attributes). The individual will be responsible for maximizing value across the equipment lifecycle including: Planning – Ensure complete inventory/asset log with attributes necessary for strategic capital planning, work with leadership to determine capital budgets, and identify opportunities for consolidated purchasing and development of spec standards. Assess, implement, or utilize capital inventory/budgeting applications. Acquisition – Drive improvement by streamlining process from request to purchase while maximizing value by managing demand, ensuring contract and pricing compliance, and pursuing leveraged buys. Management – Develop systems and processes to track service and utilization of medical equipment to determine appropriate coverage and identify opportunities for redeployment. Disposition – Establish clear guidelines for determining EOL and maximizing value from sale, trade-in, donation, or other relevant disposal options. Works with Department managers and any specialty departments to identify equipment sources and detailed specifications. Works with user groups in determining appropriate technology required to meet both clinical and non-clinical needs within the constraints of the project budgets. Negotiates and coordinates all aspects of Capital and Non-Capital product pricing, delivery and installation requirements, service agreements, and other acquisition details including any disposables needed. Monitor and reduce purchase variances to meet Key Performance Indicators. Communicates with and manages the performance of vendors in relation to Hospital expectations and performance improvement measures. Meets with departments to ensure customer needs are being met. Coordinates expenses incurred in Capital acquisitions with Corporate Accounting. Responsible for managing multiple projects simultaneously and driving project standardization throughout to maximize efficiencies and leverage purchasing volumes to reduce overall project costs and meet project schedules. Performs other duties as assigned.
Qualifications: Bachelor’s Degree from an accredited college or university required. Minimum of 5 to 7 years Healthcare related experience in Capital purchasing or related field with at least 2 years in a supervisory role. Knowledge of healthcare capital equipment and medical projects required. Must possess excellent oral and written communication skills, decision-making capabilities and high competency level in MS Office applications. Requires leadership, negotiation, problem solving, good judgement and independent decision-making skills. Demonstrated ability to develop a well-coordinated team approach with varied participants and manage activities to accomplish goals. CMRP preferred or earned within 2 years of employment. Experience with Attainia Equipment Planning Software a plus.
