General Summary
This position is responsible for negotiation, development, and ongoing management of the contract lifecycle process for goods, services, and capital equipment. Perform supplier relationship management, credentialing and compliance, item standardization, supplier consolidation, and utilization analysis in the assigned specialty to drive cost savings/avoidance. The Contract Manager works within a specific area of specialization to link, serve, and lead departments, administration, academia, clinicians, and physicians in improving financial outcomes by refining business processes and enhancing quality as it relates specifically to supply and service procurement, contract analysis, and all aspects of receiving, inventory, and distribution for their assigned areas.
This position also represents the internal customer and the organization by focusing efforts on maximizing quality, minimizing costs, and integrating individual departmental goals within system supply chain objectives.
Assesses market trends & opportunities for cost savings (academic/clinical & financial) using benchmarking tools and other consortium agreements. Secures best pricing and ensures product and value-added services are in line with academic/clinical goals. Reviews assigned contracts, works with legal, customer/ vendor and leads negotiations of contract terms and conditions for all agreements, amendments, statements of work, ensuring ethical procurement practices are followed. Works with risk management as needed for business concerns and Information Technology for all IT related software, accessibility and security concerns. Maintains contract database and uses its tools to manage the contract lifecycle. Continue to reduce overall operating expenses through process improvement.
Conducts request for proposals (RFP), request for quote (RFQ) and requests for information (RFI) for all assigned commodities and services when applicable.
In conjunction with Value Analysis, prepares planning models involving the collection, compilation and review of data that quantifies academic or clinical & financial objectives and recommends appropriate course of action.
Facilitates product sourcing, trials, conversion & standardization of products/services & ensures action plans are completed according to timelines established by various departments/committees. Manages supply disruptions by understanding market condition causing issue, source alternative items, obtain approval and ensure all communications are provided until supply issue resolved.
Develops criteria and mechanism for tracking supplier performance, schedules and facilitates supplier business reviews and communicates to the organization any issues affecting the flow of product or services.
Manages the contract lifecycle of 1200+ active agreements for goods and services.
Responsible for generation of cost savings annually based on targets developed from fiscal year budget.
Bachelor Degree in Business, Supply Chain, or related field required.
At least 3 years of related work experience in supply chain and/or contract preparation. 5+ years of contract management is preferred
Seven years of direct experience may be considered in lieu of degree and experience
Hospital/Clinical or Higher Education purchasing experience is preferred
Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) certification or Certified Materials and Resource Profession (CMRP) preferred
