Partners Cooperative Inc. is a hospital shared services cooperative (not for profit) providing contracting and purchasing services to its membership.
Summary:
Partner's is looking for a Director of Contract Management to administer and direct the contract management function of Partners Cooperative, Inc. The Director of Contract Management will contract for supplies, equipment, and services in accordance with corporate policies at the most favorable price consistent with quality, quantities, and in accordance with specified requirements. The Director of Contract Management will maintain contact with sources of supply to keep informed of market trends, availability of supplies, new items, and reliability of supplies. The Director of Contract Management will serve on various committees as assigned by the President of Partners Cooperative, Inc
Position Specific Responsibilities:
Develop the Contract Management program and directly supervise the implementation, maintenance and education of the program.
Interpret and apply corporate procurement rules and policies consistent with sound judgment and both Federal and State laws.
Maintain record systems, develop standard specifications.
Select manufacturers or commodity suppliers to be solicited, direct invitations for proposals and bids, and negotiate contracts.
Maintain contact with sources of supply, such as representatives of manufacturing concerns, vendors and salespeople to keep informed of price trends, availability of supply, new items, and reliability of supplies.
Responsible for reviewing all Partners Cooperative, Inc. contracts. Initial assessment includes reporting on: common price throughout Partners’ membership; any price gaps in subsequent contract years; guaranteed fill rates; beginning and expiration dates; contact person's name and number. Keep status for reporting of compliance levels and cost/savings. Provide a final summation report including total dollars saved/spent over the life of the contract.
Maintain log of proposals and RFP's in progress (products covered, vendor, date of proposal, or RFP, date proposal expires or RFP is due, committee(s) affected, outcome (signed, rejected or tabled and date).
Responsible for analyzing all contracts for bottom-line impact.
Identify savings by facility.
Responsible for obtaining legal clearance on all contracts.
Maintain Partners Cooperative, Inc. file.
Responsible for updating affected Senior Buyer(s) and/or other Contract Management personnel responsible for each facility: (1) At each stage of the proposal/RFP/contract, (2) Of any inconsistencies in computer pricing between facilities.
Create Request for Proposals (RFP's).
Make final selection of personnel of the Contract Management Department and direct their orientation and work assignments. Frequently review activities for compliance with established policies and procedures.
Supervise Contract Analysts.
Occasional Functions:
Recommend disposition of obsolete and surplus material.
Plan and direct completion of special reports.
Develop specific goals and objectives for Contract Management based on the corporate strategic plan.
Maintain and monitor all Vizient contracts and use when in the best interest of Partner Cooperative, Inc.
Project the Department's staffing requirements to meet the expected service criteria.
Routinely keep staff informed of new goals, changes, and corporate programs.
Evaluate the Contract Management's performance and takes corrective action when necessary.
Qualifications:
Must have a thorough understanding of materials management and health system resource procurement systems..
Must be able to communicate effectively with vendors and hospital staff in supporting the functions of the Purchasing/Contracting Department.
